Sounds like you have depth stops set to low. Can you adjust the stop so row cleaner doesn't get below seed depth. We usually set the stop so row cleaner never gets within an inch or so of seed depth. That way if you run some down pressure the row cleaner will still not trench. And actually normally we run some lift pressure so the row cleaner kinda floats on its own. Good luck
