I'm not sure what the max vac should be, but I'm sure it should be higher than 18. I have a 16 row 1770nt with just one vac fan and I can get 20 without any trouble. First, check for air leaks. Also, if you have no seed in the planter and none on the plates, the vac cannot build up very high because the plate cells are empty and air goes right through them. You need seed in the planter and then turn the meters to get the seed into the cells. If that's not the problem, you can take off your vac gauges and have them checked for accuracy at the dealer. It takes them about a minute or two to check one on their meter stand. It's possible that they are not reading correctly. If they are out of calibration the needle is adjusted by turning a screw on the outside of the gauge with a small screwdriver. Also, you could have your tractor SVCs flow-checked. Maybe something with the tractor too.
