This is a good example of marketing versus science. Just like their is a market for grass fed, all natural, and organic beef, there is definitely an export market for non-ractopamine beef. Some of those markets exist because they use it as a trade barrier, and some exist because they think every beta agonist is the same as clenbuterol (which has been used illegally in Asia, which will result in dramatic muscle gains, and which is toxic to humans as residue in meat). As LKM pointed out, if there was a premium to feed cattle without a beta agonist (that more than offset the lost pounds) then feeders will gladly fill that niche.

None of the beta agonists bans are based on good science. Basically they are the same chemistry as asthma inhalers, and you'd have to eat nearly 4 tons of beef from Zilmax fed steers to equal the amount of beta agonist in one inhaler dose.

So, do we try and educate the consumer about the safety of modern growth promotants? That is the instinctive reaction the scientist, because they know it is this kind of safe and effective technology that has kept beef on the table of most families. Take away the growth promotants, reduce the supply even further, and raise the cost even more. We keep reducing supply and we'll be fighting the sheep producers for market share.

Or, is the consumer always right, even when they aren't right? I understand the idea, and as any businessman knows it's a good market approach. I just can't stomach letting stuff that isn't true slide by without comment.
