| Most all such mundane stuff is made in China, Malaysia, or Thailand.
For a 15 watt solenoid you could look for an isolated 12 volt to 12 volt 7.5 or 10 watt DC-Dc converter at www.mouser.com and wire the isolated output in series with the input to produce 24 volts by applying 12. You could build one from a push-pull power oscillator, a couple transistors, two diodes, a toroid with two centertapped windings. I did one like that about 1968 to run a friend's 12 volt car radio in a 6 volt VW.
you can also find 12 volt in and 24 volt out but then the devices has to handle the full solenoid power, not just the voltage rise.
And be sure to wire a diode across the solenoid coil because otherwise the inductive kick when turning it off will destroy the DC-DC converter.
You can probably spend less changing the coil on the valve.
