Only extremely worn nozzles could cause the surge. As they wear, the nozzle orifice gets larger, therefore, allowing more water to pass through. Usually you will see your pressure drop over time. It sounds like you need new ones anyway so I'd start there. If that doesn't work, you've got bigger problems.
