While this system is supposed to work with bypassing back to the tank it really does not work well, It acts just as you described by being sluggish to respond, correct the plumbing to have the flow control valve , flow meter and then section valve in series with no bypass and it will work properly then. If you need agitation take it off before the flow meter.
