Had a 72' with a similar problem and it was the brake hose that went from the master cylinder down to the frame. The crimped end on the hose created a bulkhead fitting of sorts that a single steel line then attached and connected to the booster unit under the cab below the drivers seat. The crimped end on the hose was the culprit. As the crimped steel ring aged and corroded, believe it or not the expanding rust actually squeezed the hose so tight that it collapsed the barb on the inside of the hose creating the mysterious hard pedal. It was simple restriction of brake fluid flow. Wasn't the booster at all. Could not get new hose to replace it either and had to improvise with a steel line made into a coil for vibration resistance and a steel compression union to attach the new piece of tubing to the line going to the booster.
