For the tools, make the employees use their own hand tools.  They will take care of them.  As to the vehicles, I can say when I was on city council we put each police officer in a specific car and our repairs went down to almost nothing.  Sure we still had tires and oil changes but the stupid stuff, the front ends knocked out of alignment etc went down.
