The Fed's changed it last year with the MAP 21 for farm vehicles. You don't need one if your a farmer hauling your own products. But, the one time you are for hire you will need it. Farm vehicles are exempted from chapter 396 of the federal code.

The definitions for terms used in these exemptions:

COVERED FARM VEHICLE:
Must be equipped with a special license plate or other designation by the State in which it is registered to allow for identification. Must be operated by a farm or ranch owner or operator (includes employees and family members). Used to transport agricultural commodities, livestock, or machinery or supplies to a farm or ranch. (This will be interpreted broadly). However, the exemption does not include vehicles transporting hazardous materials in a quantity requiring placards.

EXEMPTION:
A covered farm vehicle with a GVWR of 26000 lbs. or less is exempt from Parts 395 Hours of Service, Part 396 Inspection, Repair and Maintenance, Part 383 CDL, Part 391 Driver Qualifications including medical, Part 382 Drug Testing regardless of the distance they travel even if state lines are crossed.

A covered farm vehicle with a GVWR of 26001 lbs. or more is exempt from Parts 395 Hours of Service, Part 396 Inspection, Repair and Maintenance, Part 383 CDL, Part 391 Driver Qualifications including medical, Part 382 Drug Testing provided they are operating within a 150 air mile radius of their ranch or farm or anywhere in the state they are registered in.

Covered farm vehicles are not exempt and must comply with parts 390 General, 392 Driving and Parking rules Part 393 Vehicle Equipment and if applicable Part 397 Hazardous Materials transpiration.
