Subject: Run away Detroit diesel

My brother bought a truck with a 6V 53 at an auction a few weeks ago. The owner let them store it for a while and when he went to pick it up he made it about half a mile down the road and he says it ran away on him. He's not sure how high it revved or any of the details that I would like but he did a really good job of pulling the air stop out of the dash.

What I am wondering is would it hurt anything to reset the air stop and start it up blocking the intake manually and see if it does run away or if he just doesn't know what I high revving two-stroke is about. Open to any other suggestions.
