Test the resistance through the coil. (I'll see if I can find the correct value) Then test for short to ground.

You can test it with battery voltage for function. The controller simply reverses polarity for raise and lower. Be careful not to apply 12 volts too much as that could lead to a failure. (the system works on a reduced voltage, about 6-7 volts is all it needs to work)

If it is OK electrically it can be carefully disassembled, cleaned up if the spool is sticking or gunked up and reassembled. Be mindful of an adjustment on the centering springs that controls valve stroke.
