I'm still saying it is the clutch. Have you had someone walk behind the planter ans see if the hex shaft is hesitating? Had a similar problem several years ago before hydraulic drive. Put new clutch on and still had the problem just not as bad. Old Deere mechanic told me the clutches were not aggressive enough and with a little grease they slipped very easily. He ground each side of the clutch so it had a more aggressive bite and it solved the problem.
