The power source used to energize the coil in the ECU RL relay comes from the cab power stud while the Translator ECU switches on and off the ground for the coil to control the relay. That said, you shouldn't be hearing a relay click on or off when you pull the ECU PWR fuse. It's certainly possible another fuse may cause a relay to click on and off, but it shouldn't be the one in question. The Translator ECU switches the relay with a yellow wire #L18 which should be on connector 3, pin F. There is also a red wire #L34 on pin D of the same connector which is your power wire to your ISO service plug, terminator, etc.

Something to bear in mind is that since the ECU is switching the relay by ground, you may not find power on that wire when you pull the relay, ever. Measuring voltage will likely find only 0.5-1 volt whether it is trying to switch the relay or not. You have to put a load on the wire to be able to measure voltage and even then you'll find 12V on that wire when the relay is off and around 0-1V when it is on. Its akin to trying to control a hydraulic motor by shutting on and off the return line, only there aren't any seals to blow out... if the pressure hose is not connected, you'll never see any pressure at the valve whether it is on or off. The easiest way to check it would be to use a test light with the "negative" end of the test light clamped to the cab power post.
