The steering column is a GM design and a puller is needed to remove the wheel. There are a number of special tools needed to tear down the column and I am betting that the rack gear mechanism is bad not alowing the cylinder to turn all the way to off position.
The column design is such that you are not going to find anything in there to mount an EZ steer to. I have seen the motor mounted to the top of the dash so as to contact the wheel.
