I don't think any sweeper will take stuff off that is stuck on. Walk around with a push hoe first. We usually take a big Harper broom and push up the clumps and deep stuff. It keeps the hopper from getting full all the time. Tennant does make a scrubber they claim will pickup 1/2" bolts.
