Flexicoil 3450 meter clutch question

Subject: Flexicoil 3450 meter clutch question

Question about the metering clutch system on my manual drive  3450  air cart...    But I think it's virtually the same on  most F/C aircarts

When  the individual bin switch on the Flexcontrol is thrown, does  this   give a short burst of power only,  to energise  the  actuating arm solenoid briefly and retract the solenoid rod, which then stays retracted against  the return spring in a detent position , until throwing the switch the other way  gives  an opposite burst which allows the rod to break free from the  retracted detent position and the return spring encourages the  solenoid rod to extend ?

I can't imagine there is constant power  to keep the solenoid rod retracted  because it would get extremely hot.
