Don't know any specifics about your location.

There are several good hulless barleys out of Virg Tech which have excellent feed quality. The long term proven producer for your area is probably the variety out of Penn State (a hulled variety). Google paramount seed barley. Believe half of what you read there.

Barley is typically a bit earlier than HRWW, maybe 5-10 days.

The straw is reputed to be higher quality than wheat, but I don't know much else.

Fertility requirements are similar to wheat.
