we used to use a torch, then later we went with a hot knife. now we use a die grinder with a cutoff wheel and then use the hot knife on the ends. a torch is the fastest and easiest, just a little scary, we never had a problem but just didn't want to take a chance, If the paint was already bad I definately would use the torch!
