Why no universal health care

Is federal legislation that sets out minimum standards that provincial health care must provide-and that leaves a lot of room for provincial innovation.

One other difference is that Canadian provinces have a lot more financial flexibilty and income raising powers (or at least they are more willing to use them).

The federal govt operates an equalization program where provinces are offered funds to bring their revenue (as lawyer described) up to the level of the Canadian average. Some provinces are above that level and don't receive equalization, some are below and receive a payout.
Over the years all the western provinces have been above and below the average. Quebec and the Atlantic provinces have been below for most year since 1867. Their also used to be a federal transfer for health care and education costs, but those were pretty well all removed during the budget balancing the Liberal govt did before the Current Conservative govt led us down into the debt
Cellar.

And the Military protection, nobody but yourselves have made the rest of the world suspicious of the US. Your problem- let the US practice a little of that personal responsibility here.
