You have 2 separate issues here. Can the city take the land for the sewer line, probably yes, but also they could probably only take a strip of land thru it. I'd think they'd first be asking for an easement thru the property if they wanted an underground sewer line.
Can the city use their power of eminent domain for a trail and parking lot, I'm not so sure on that?
