I would say nitrogen and/or sulfur. I suspect you need rain to get some urea nitrogen into the plant. Are you adding sulfur? Probably need it blended with the urea. We plant low seeding rates in low yield environment too. If you get some rain in 21 days I think your in the drivers seat.
