It's usually ready around the same time as wheat. I put 75 lbs of N on in the late winter/early spring. It will go down, but usually doesn't go clear flat so it can be picked up. You can use less N and it won't go down as bad, but from my experience, it won't yield near as we'll in grain or straw.
