Cereal Rye is quite popular in my area. Many farms sow the seed in the fall for winter grazing or forage to be cut and harvested in the spring. However, nobody combines it for the seed. I really don't know why in that it isn't cheap when its purchased in fall. Nearly twice the price of wheat this year.

Are they certain varieties that don't produce a germinating seed?
Are the yields low and it's cost prohibitive?
Is it hard to harvest, dry and store?

Generally doesn 't yield near as much as winter wheat. Once you grow it for seed, you likely have it as a volunteer for a long time. Wheat buyers hate it in wheat.

Can be quite hard to combine, we used to just creep along begging the combine to eat it. Bigger combines do bettter but still tough. I remember a great uncle of mine removing the tin on the end of his combine because the straw wouldn't make the turn and fall so it would plug.

I notice most of the eastern rye seems to be varieties that are almost 100 years old so don't expect miracles.

Can have ergot problems, it's open during pollination so much easier for ergot to infect. Kind of neat to watch the clouds of pollen blow across the rye.
