There are a lot of ways to get the most out of your heifers. One thing for sure is you do not want to overdue it. There has been a lot of research that says that we are putting to much into developing our heifers and that they are getting to "Soft". You should be real hard on them to cull the ones out that will not make your herd profitable. Keep it simple and keep it cheap.
