No-till alfalfa is fairly common around here.  I'd prefer no-tilling into corn ground with stalks removed.  Also, have seen some no-tilled into soybean stubble; and no-tilling into wheat or barley stubble is common also.

No-tilling into CRP ground would make me very nervous.  With the amount of residue there, and increased bug pressure, I think there would be an increased likelihood of stand failure.  I'd rather run that CRP ground thru another crop for a year (or two), before trying to seed alfalfa into it.

The other concern I would have is CRP ground may be low in fertility.  Run it thru corn or soybeans, and use that time to get soil fertility up-to-snuff, and you will be better off.  My opinion.
