Put in some effort NOW and evaluate the fields of radish and rye in your area. If they meet your expectations then proceed with your plan. If not consider rye alone if you insist of going at/after harvest. If you wait that long, I would highly recommend a drill as even a little seed to soil contact is a good thing to get the cover going. See the post below, "riddle me this...." for more discussion.

Plugged tile with a Sept 25 seeding in your area is a non-issue.
