Right, that is why I said the regs are "pushing for 35 foot buffers".  Setbacks for manure are most lenient with 35 permanent buffers and 102 wants additional erosion control measures along streams unless you have the 35 foot buffer.  Farming isn't disallowed, but, you garner the most "protection" from regulations with the 35 foot permanent buffers.
