I've never heard of doing such a thing where are you located every state has a drainage code for issues like this in Indiana if his land is the natural way that water would flow in no way what so ever they can't block it. I'd dump it on top his ground as a normal outlet and put it in kinda flat to start with to gain cover then move on as planned.
