Basestations using Radio communications require line of sight to function. The broadcast antenna's that are usually installed with the basestations are often Omni-directional which broadcast in more of an umbrella like pattern, but if your antenna on the rover cannot see the antenna on the basestation, there is no way to get corrections from that basestation.
