i don't know what kind of tank setup on the whites you have, but my 155 setup is like this. didn't know any others were different. are you sure someone didn't cobble something up?

top tank cap is vented. no cap at all on bottom tank. a hose comes out the bottom of top tank connected to top of bottom tank. fuel is drawn out of bottom of bottom tank and goes to engine. bottom tank is gravity filled from top tank. there is a gauge in both tanks that work together somehow. think of it as just one single 'hourglass' shaped tank with one vented fill cap on the top.

if the top cap is not vented, the engine will starve for fuel. not much to go wrong with this setup. one time the vent in the top cap got plugged and tractor would loose power. another time the outlet screen in the bottom of the bottom tank got plugged. i replaced the gauge sender on the bottom tank 2 times in 30+ years.
