I would not use a proximity sensor. I would use a wireless remote switch to start the PTO then have a time delay relay that will turn off the PTO after being triggered by the wireless remote switch. Have the timer set with enough delay so that it does not turn off with grain yet in the hopper. The cart driver can press the swtich to start. There are plenty of wireless switches on ebay. Look for one that has push to be on non latching feature like this one:
