That is a good question that has been asked by a lot of people over the years. I saw a good home-made system here on NAT that used an accumulator to keep the constant down-pressure on a 750 drill without constantly loading the tractor. I think the accumulator was salvaged from an old combine. A search might find it.
In this case using the PTO pump to run the fan would be the most simply thing to do.
