Probably for the same reason the military uses a 24 hour clock. It cutting down on confusion. There is only one 1300 per day but there is 1 PM and 1 AM and so forth. In most other parts of the world a 24 hour clock is also used for public transportation schedules too, for the same reason. Which is much better than our Bold print for 12 hours and Fine print for the other 12 hours.
