With housing developments, highways, parking lots, &c HERE the developer/up strem owner Must insure that the rate of flow is no greater after development than it would be for undeveloped land.
So they must put in a catch basin and a calibrated out flow structure to comply with the law.

Some times these idiot laws have idiot consequences and if carried to the ultimate you may be able to have the land lord build a catch basin with a calibrated outlet. The result will be the same amount of water in or on your system as you now have, just for a longer period.

May be something you and others might find useful.
