Caught part of this on the news this am. Some Dr. (medical) saying that prior arsenic sprays were in the soil and rice was picking up the arsenic. He said TX, AR & LA rice were not good CA and foreign were OK. IIRC rice won't make a seed if arsenic is present in the soil.
