the border's definition of clean is what we would consider clean enough to paint.
If they inspect it.
Lucky for us the office is on the second floor and very rarely do they walk down the flight of stairs to look stuff over.
I think that the 72 hours notice that was mentioned below is only equipment with an engine. They check serial numbers to make sure stuff isn't stolen.
