I think it looks ugly and dirty and if that is what it looks like i don't want it. Does Acoustical Steel really work or is it something to not worry about?

From the shops I have been in, with and without ..  . there's really no difference with noise or echo's.
If you are in there and useing it, it has machinery and tools and other "Stuff" on  the walls, that break up the noise . . . . . . . .
If you have a bare shop (empty) and don't do anything in there, it'll bounce noise. Who really has a shop and not use it ?
For your own experence, you should go visit some shops with both solid and perferated .  .  . 
I find it interesting, you never see perf steel in auto dealerships, Implyment dealers and other metal buildings used for manufucting - and some mfg'ing plants have lots of loud machines running . .  . . .
