In the north (Minnesota) the roads freeze deeply and when the frost comes out of the roads, they are soft and spongy (not noticably - but do move - heave and sink) so when heavy axle loads are placed on the roads (gravel, asphalt or concrete) they tend to "give" breaking up the surface/base . . . . Some roads are built to handle the weights/traffic during this time frame - others are posted for certin weights the road can handle during the posted periods (when frost is coming out). Most are generally constructed to 5 ton limits and some county are 7 ton limits. Most twp roads are 3ton or less . . . . . |
