Varies by location. Even if you're not in FSA programs, 'here', to do any logging, you need a state-approved forestry plan (and that applies to hedgerows, I'm sorry to say I found out . . .) and there are some municipalities with tree-cutting ordinances that require you to furnish a 'good reason' for removal, and combining small fields into a bigger one is usually not considered a 'good' reason.
