| He may not have a fertilizer dealer in his area that can do it, but there are blenders out there that can melt dry KCL into liquid blends. They use UAN and 54% phos acid in the blend. So, those type liquid blends should be somewhat competitively priced to dry blends. The advantage of these type of mixes usually center around applying them at the same time as the pre chemistry/ burn down. Of course, you would need something with decent capacity to get this done efficiently...floater and lots of nursing power.
