It does not matter at which point you apply the 20%, the bottom line should the same if it is applied to everything.  They don't add it to the menu price because it is too obvious.

I guess farmers and truck drivers should be tipped.  The work here never seems to slow down but there is often a lack of paying customers.

Every business has the same problem, most handle it more honestly/fairly than the restaurant banditos.
