From the same issue- Brian Little, Royal Bank of Canada national ag manager "the banks like the guaranteed cash flow from quota(production)".

Everyone on the inside likes it -takes all the risk out of the industry-producer, processor, retailer- all live in a "no surprises" environment. Those on the "outside" are a little less enthusiastic!

Basically an Ontario, Quebec sort of thing- a very significant part of their ag production is in the supply management industries. British Columbia is in the middle and the prairies have only an insignificant portion of their ag production coming from the supply managed industries.
