One other option. I've seen some electricians in Hud housing take a circular saw and just cut around the room at chair rail height(30" or so) about 1/2" deeper than the drywall about 1/2" apart. In other words, cut a groove around to where you want to go, then take and lay the wire in and Install chair rail over it. It's kind of a last ditch thing, though. This was on houses on a slab with very limited attic access.
