Southeast Colorado | Thanks for the above answers guys. I kind of thought there might be some rule of thumb to get that scouring action you are talking about. I'm planning on cementing in some old 8" well casing pipe that I have for posts and then just welding the bridge railing to them. I'll leave a gap like has been suggested. It shouldn't take long to put up but I knew it would be a real pain to have to change it if it didn't work out well.
