We run 30-45 cows per bull and will have 2% or less open, the last few years we had 1 cow out of a few hundred. That said you never want just one bull in with a group of cows. Even though your numbers say 3 are enough, if you are splitting them up you need 4 for the 2 groups. Aside from possible injury or a bull being sterile they also seem to get rather laxed if they are by themselves with a group of cows and have no competition. Pasture size also comes into play, if you have 32 on half a section or bigger one bull is not going to find all the heifers that are in heat every day.
