If you are lapping to the left put in a left offset, if you are lapping to the right put in a right offset.
bpeelen is correct in that you usually tell it half of what your distance actually is. IE 12" off enter in 6". You are telling it where the implement is running not where you want to be. It's kind of opposite of what your normal line of thinking would be.
