RCF,  jj4910 is right, I don't know if you have an auto eject system (empty twine from baler), thats why I mentioned the simplest thing first.  Roll the needles through by hand(need two guys), the needles should pick up the top twine it is very likely they are out of adjustment.  The tucker arm should be a half roller to the right of the needle when it comes up.   DO NOT ADJUST the needles! Bend the tucker arm to align to the needle.   If you are not sure don't start loosening the bolts on the needles.  My .02, this is based off of a Hesston design knotter system and I'm assuming Krone does something real similar.  Good Luck
