The Deere's of that vintage, particularly the 30 series, (404 cu. in.) were designed with a lower compression engine than some other manufacturers. The later 30 series had a change in the valve recession, which upped the compression some, and helped them start better cold.

A 40/4230, 40/4240, and all 4050 tractors (with the rotary pump) don't do the big "rev and chug smoke" deal. They used a rotary type injection pump, which didn't have the excess "starting" fuel deal built into it. They also had a higher compression ratio than their turboed siblings with the inline style injection pump.

All the turboed ones of that vintage, (except the late 4050) ran lower compression, and had the big inline fuel injection pump. These pumps are designed to put out excess fuel when starting. Except for the earlier 30 series, the injection pump had an oil pressure device that would return the pump to normal fuel delivery after start up. So when the engine builds oil pressure upon start up, it cuts the fuel delivery back to normal, which stops the excess smoke.

There is a magnet in those big inline pumps (except for the earlier 30 series) that pulls the fuel rack into an excess fuel delivery mode when the tractor is shut off. If you don't care for all that chugging and smoking at start up, remove the magnet. Problem solved.

Doing that may hurt the cold starting a bit, but it's not a huge deal, IMO. What we do with ours (4640) is pull the kill cable roughly half way out when starting. That stops all the foolish excess revving and smoking.

If I was getting one of those inline pumps rebuilt, I personally would have the magnet removed. No need then to mess with the shut off to avoid the revving and excess smoke at start up.
