Subject: Old diagnostic tool identification?

Need help identifying this old tool I inherited after my parents passed. It was my Mom's uncle that had it. He was a bachelor most of his life, known as the local "baler man" could work the magic on the knotters etc. Got his first TV when he retired in the mid 80's finally, radio and cb were enough entertainment for him otherwise.

Best guess is a battery tester? but no idea how it works, and can't get the needle to move when held up to one either.

Thought we might use it as a trivia question if we know. Would display at a local brewery a friend owns as a guess what it is and get a free growler type of deal.
