That doesn't look too bad yet. Around here the rain has certainly hurt the grades and the cotton is starting to fall out of the burr. There were a lot of problems with cotton that had been sprayed several weeks ago greening back up. The regrowth has been tough to kill. What started out as a pretty decent crop yieldwise and quality wise is going downhill fast.
